Tracing the owner of a 924.

Would the Porsche dealerships keep a list of Reg Numbers and owners to record service etc ?
If they do would they be breaking the law if they told me who owned it ?
Or even better pass on my details to the last owner? It must have been serviced
in Kent Sussex or surrey at some stage ?
At only 24K miles it must be the lowest mileage 924 around?...?..
