Tracker Alternatives?

Does anyone know if this is possible ? I have read that someone has used his old mobile phone with a pay-as-you-go SIM card which he has hidden somewhere in his car out of sight. This is used as a Tracker. Apparently if you call some one for a small fee, they can call the phone and find out where it is located (ie where the car is). He says you have to use the phone occasionally to keep the SIM card working and make sure the battery is charged. Is this an April 1st joke or can it work?
 
This has been around for a while and can be done for free if you search long enough on the net.
The major drawbacks are that you need good reception, the phone battery has to constantly be on charge, and triangulation via mobile reception is not very accurate. Some mobiles like the iPhone have programmes that will track the gps route of your phone realtime and send the data to wherever you want including a map and coordinates.
 
Looking at their website, Rodney, they claim that location accuracy varies between 100m (e.g Central London with lots of masts) and 10k (Highlands of Scotland with few masts) I guess if the phone was on standby only the battery would last a week between charges? Costs? Buy a cheap pay as you go for £10 and £12 for some search credits. Lot less than £200/year with Cobra but clearly not as good (it won't ring you if the car is nicked!) but possibly better than nothing. (unless you don't want the car back![&:]) And you have to remember to keep the battery charged up and find somewhere to hide it in the car without impairing the reception?
