All,
I received my compliancy letter this morning from Porsche.
It confirms that my vehicle is ULEZ compliant with a NOx of 0.063g/km.
The ULEZ compliancy requirement is 0.08g/km.
I wasn't charged for this service.

Hi Everyone
I used the vehicle checker for the Glasgow LEZ and it advised that my 2004 996 C4S was not compliant.
I scanned my V5C and sent it to the email address on the checker, appealing that according to the emissions, my car should comply.
Within 24 hours, I had a reply stating that they had informed the DVLA who then updated the database and my car now shows, correctly in the checker, that it is compliant for all the Scottish LEZs.
Just to let you know that it was free, painless to do and didn’t need a certificate of conformity to get actioned.

So, a quick update............
I sent all of my paperwork V5C and the letter of conformity to the ULEZ department some weeks ago and have just received a reply stating that my car is not compliant due to a discrepancy between the V5C and Porsche's own conformity records relating to emissions.

Copy of letter below:

Thank you for your enquiry received 12 July 2023 regarding the compliance status of your vehicle. Please be advised that the evidence provided is not sufficient to confirm ULEZ Compliance at this stage. The ULEZ Scheme requires vehicles to meet the following standards:
? Petrol Vehicles must be Euro 4 or have NOx emissions equal to, or less than, 0.08 grams per kilometre. Diesel Vehicles must be Euro 6 or have NOx emissions equal to, or less than, 0.08 grams per kilometre and Particulate Matter emissions equal to, or less than, 0.005 grams per kilometre.
? Please note: ? Euro 4 became mandatory for all new cars in 2005 and light vans in 2006 Euro 6 became mandatory for cars and light vans from September 2015 and September 2016 for larger vans up to 3.5 tonnes.
? We note that this vehicle was first registered in 1998, however, there is a clear discrepancy between the V5C (logbook) and Driver and Vehicle Licensing (DVLA) data. Whilst we acknowledge that a V5C document has been provided as evidence in this case we cannot verify the evidence provided due to the discrepancy.

Petrol cars that meet the ULEZ standards are generally those first registered with the DVLA after January 2006 and we note that this vehicle was first registered in 1998 so is unlikely to be compliant with the ULEZ standards.
We should also like to clarify that as the details currently held by the DVLA reflect that your vehicle is not compliant, updating this vehicles compliance record directly with DVLA, so that ULEZ Compliance Registration with us is not required is also an option for you. If you believe your vehicle is ULEZ compliant you will need to supply further evidence to that previously provided and explain why the vehicle is ULEZ compliant. Therefore, your vehicle remains non-compliant and you must purchase the appropriate daily charge when driving in the ULEZ charging zone


There is no clear discrepancy within my paperwork - The VIN numbers match perfectly.
The only 'Discrepancy' is that the car was manufactured before 2005.

All 996 and younger Porsches should be ULEZ compliant.

For petrol cars it's the NOx emission level that determines ULEZ compliance and the car must emit no more than 80mg/km. Many pre Euro 4 cars are ULEZ compliant.

The NOx should be stated on the V5C (log book / registration document) for 996 onwards and if the TFL web site checker shows your car as non-compliant then TFL will update their database if you send them a copy of the V5 showing the compliant NOx emission.

Some older format V5 / logbooks may not show the NOx emissions and you can get a new format V5 from DVLA. Done this for 996 and 986 when ULEZ originally commenced and TFL database were originally showing as non compliant.

Also done the CoC for 993 and Porsche sent it through in 2 weeks (no charge)

Hi Marc,
Can you tell me where to find the new format V5 document.
I have searched and can only find out how to amend a V5C if you change the VIN / engine etc.
I only need to include the emissions values on my existing V5C.

Finally received confirmation earlier today that my applications for conformity to both CAZ and ULEZ have been approved after what has been a prolonged and obstructive process. The CAZ application was pretty straightforward although it still took two attempts , but my June 1998 C2 is now exempt for all the existing CAZ cities.

Dealing with the ULEZ people was a different ballgame altogether and it took the input of three sets of documents and associated explanations plus a stage one complaint before they finally relented. In the end I used the following format to try and give them no grounds at all to refuse it and it has worked.
" Re the response to my application for ULEZ exemption for vehicle G3GEH and your refusal as referred to above i.e TFL-xxxxxxxxx etc.

In it you state that the requirement for petrol vehicles to achieve compliance is to meet the Euro 4 standard for Nox emissions of "equal to, or less than, 0.08 grams per kilometre." I attach a copy of G3GEH's Certificate of Compliance which shows on page 2 , line 36 the word "Abgasverhalten" which is German for "Emission behaviour" and underneath this a figure adjacent to the NOx line which shows emissions of 0.035 grams per kilometre which is less than the limit of 0.08 g/km.
Page 1 of the CoC shows a reference under line 0.6 the words "Fahrzeug-Identifizierunsnummer" which is German for "Vehicle Identification Number" and this shows as xxxxxxxxxxx.
This VIN is also stated on the V5C for the vehicle G3GEH (copy page 2 also attached ) so that the CoC can be confirmed as being for this car.

If there is a different reason that the car G3GEH is not ULEZ compliant please confirm what that is."

I'm sure the ULEZ team are under pressure to delay and refuse at every possible step ( revenue generation! ) but the above shows it can still be done. Many thanks to Sp1ke in this thread and Mallone on a similar Pistonheads thread for the advice.

Re Ged's query in the preceding two posts - you can get an amended V5C from the DVLA but there are caveats and they are big ones.This is the response I recieved from the CAZ site when I asked for one to reflect my newly approved car..

"A new V5C document would only be issued if there was un update to the Euro Status , as the evidence provided only confirms the emission standards the vehicle Clean Air Zone checker has been updated based on rather than updating any vehicle details with the DVLA. Also , as the vehicle is registered prior to 2001 the DVLA are also unable to make any amendment to the vehicle record."
So no updated V5C for my 1998 car on either account , but it was a nice to have whereas the compliance is the killer.

Good luck to anyone else still trying. I don't think it's going to get any easier.

Hi All.
After receiving my C of C from Porsche, I submitted the required info to TFL about a month ago, I've not yet received the comfirmation info but on checking
their website it now states my car is compliant. It's a late 1998, 99 model year C2.
So good luck all, and don't give up the fight.

Gerry, I called the DVLA when I noticed the format had changed and from memory had to confirm request in writing and they processed it as replacement v5 to existing keeper.
